YOUR telegram No. 55 of 13th March. Following from Canton :---
Peking, March 17, 1911.
"Governor-General states that transit opium, in view of large quantity proceeding at one time, was merely detained for purpose of verifying accompanying documents. Only other case is one of dispute between farmer and dealer at Kongmoon. Both parties appeared at consulate, and the latter, on being informed that he would be fined for breach of regulations, appeared to acquiesce. He subsequently again complained to Sassoons, and was told to produce books and permits.
"Although a week has elapsed he has failed to do so, proving to me at least that case is not a sound one.'
